Former Vice President Mike Pence has called on Congress to finalize legislation championed by the late Senator Lindsey Graham targeting Russia and Iran’s support of Vladimir Putin’s war efforts. The Graham Sanctioning Russia and Iran Act of 2026, which the Senate has overwhelmingly advanced, seeks to disrupt Putin’s financing of his war machine through energy exports, financial networks, and sanctions evasion.
Pence emphasized that Graham understood peace is maintained through American strength and resolve, not concessions. The bill aims to target the shadow fleet transporting Russian oil, tighten financial and export controls, and impose targeted tariffs to pressure the world’s largest purchasers of Russian energy to cease supporting the Kremlin’s war.
More than four years after Russia launched its unprovoked war of conquest, Putin continues to fund his military operations via these channels. Pence urged the House of Representatives to act without delay to complete the legislative process.
