Trump highlighted an email from a National Security Agency analyst stating, "We have deliberately massaged our one pending (presidential daily brief) to avoid any direct links to the election." He asserted that intelligence officials withheld significant reporting from his presidential briefings, saying, "They did not disclose (it) to me as president or to anyone else."

Despite these allegations, Trump did not claim that China changed votes or altered election results. Instead, he used the disclosures to press Congress to pass the SAVE America Act, which he says is supported by 97% of Republicans and many Democrats. "Most importantly, addressing this crisis of election security demands that Congress must pass the SAVE America Act," Trump stated, emphasizing the need for photo voter ID and proof of citizenship to prevent voter fraud.

One official, referencing a November 2020 email, alleged the intelligence community was "deliberately avoiding mentioning a connection to elections for non-substantive reasons."

In response, Senator Mark Warner (D-Va.) said, "Americans heard the president once again repeat claims about our elections that have been investigated for years and repeatedly rejected by the Intelligence Community."

Trump also announced he will not sign the housing bill despite congressional approval, protesting the Senate's failure to pass the SAVE America Act.
