A senior State Department official noted, "They have not seen these trends ... since the 1970s," highlighting the resurgence of such activities.

The administration has taken several actions since late 2025, including designating four foreign far-left organizations as Foreign Terrorist Organizations and Specially Designated Global Terrorists. Additionally, a reward of up to $10 million has been offered for information leading to the disruption of their financial networks.

Incidents cited include firebombings and arson attacks in Europe, such as the July 1, 2026, firebombing of three residential buildings linked to Greece's governing party in Thessaloniki. Clashes between far-left protesters and police have also been noted, including demonstrations marking the second anniversary of a tragic 2023 train collision in Athens.

Officials disputed reports of reluctance among foreign partners to participate, stating that several governments proactively sought to join the initiative after recognizing similar extremist trends within their own borders.

Rubio emphasized the legal boundary between belief and action, stating, "In America, you can believe anything you want. The minute that you cross the legal threshold, that changes." He also noted, "Our partners have talked to us about the rise of assassinations or assassination plots."

The administration clarified that it has not attempted to differentiate or judge individuals' beliefs and ideologies but focuses on violent actions crossing legal lines.
