Developed nations, which historically grew wealthy through fossil fuel consumption, are reducing their climate funding commitments. Meanwhile, developing countries—responsible for minimal emissions—are spending billions to recover from floods, droughts, and other major weather impacts. These vulnerable nations require at least $2 trillion annually to respond and adapt to these challenges.

Although rich countries have pledged financial support, the gap between needed and provided funds is widening. Some of the largest donors have recently cut aid, raising concerns about the effectiveness of the global system in protecting the world's most vulnerable populations.

This ongoing shortfall threatens the ability of poorer nations to manage climate-related disasters and adapt to changing environmental conditions.
