Telstra is preparing to face intense scrutiny in parliament after a widespread network outage on July 8, 2026, left many Australians unable to connect to emergency services via the Triple Zero (000) phone number. The Australian Communications and Media Authority (ACMA), the regulator now investigating the incident, had previously issued legal threats to the Australian Communications Consumer Action Network (ACCAN) over a survey highlighting access issues to the emergency call service.
In March 2026, months before the Telstra outage, ACCAN commissioned a survey that found "one-in-10 consumers report that they or a member of their family could not contact Triple Zero from a mobile phone due to a mobile outage in the past 12 months." The survey, conducted by polling company Essential, also noted similar access problems following the 2025 Optus outage.
Following the survey's release, ACMA demanded ACCAN provide details about the research methodology, a move ACCAN chief executive Carol Bennett described as "quite puzzled" and "really unnecessary and definitely overreach" during a Senate inquiry examining Triple Zero outages.
On the day of the outage, ACMA announced it would investigate whether Telstra complied with its regulatory obligations, including those under the Telecommunications (Emergency Call Service) Determination 2019 and the Telecommunications (Customer Communications for Outages) Industry Standard 2024.
Telstra's group general counsel, Lyndall Stoyles, stated in a letter that over 14 million calls were delivered to the Triple Zero call-taking platform in the past 12 months. However, she acknowledged that "4,369 calls were terminated unexpectedly and did not have a sustained connection to the Emergency Call Service."
The outage also caused significant public disruption, with passengers waiting for replacement buses after trains were shut down.
The unfolding investigation and parliamentary hearings will examine the causes and regulatory compliance related to the outage, as well as the broader issue of emergency call accessibility in Australia.
