The Auditor-General’s Office (AGO) released a report on Wednesday, July 15, 2026, identifying significant weaknesses in the Housing and Development Board’s (HDB) eligibility checks for season parking. Approximately S$25 million (US$19.4 million) in season parking and family season parking applications or renewals were approved despite applicants not meeting the required criteria.

In addition to the HDB findings, the Ministry of Health (MOH) was found to have awarded 12 tenders and a quotation totaling about S$30.8 million without obtaining the necessary approvals, sometimes even before receiving in-principle project approval. These actions contravened Ministry of Finance rules.

The AGO’s audit for the 2025/2026 financial year covered 16 ministries, eight organs of state, three statutory boards, four government-owned companies, and two other accounts. Across these entities, auditors uncovered lapses in contract and revenue management, oversight in grant administration, financial controls, and IT controls, including possible irregularities in audit records.

The report also noted weaknesses in the valuation of contract variations, resulting in an estimated net overpayment of S$363,300 and unsubstantiated loss and expense payments totaling S$2.2 million.

Between April 1, 2023, and March 31, 2025, the AGO reported that 120 excluded individuals were allowed entry into casinos. The Ministry of Manpower (MOM) has since updated levy rates in subsidiary legislation effective June 1, 2026, and will refund affected firms through offsets.

The AGO also reviewed 22 officer appointment cases from April to December 2025 to verify proper approvals.

Responding to the report, MOH and the Ministry of Health Holdings (MOHH) stated they will strengthen systems and controls to ensure rigour, consistency, and accountability in ongoing and future projects to prevent recurrence of the lapses. They emphasized that any wrongdoing will be dealt with seriously and appropriate actions taken. Agencies are investigating root causes and taking corrective measures promptly, with no indication of deliberate wrongdoing so far.
