On Tuesday, July 14th, 2026, the US House of Representatives voted overwhelmingly, 308 to 117, to approve the Sunshine Protection Act, a bill that would end the twice-yearly clock changes and establish permanent daylight saving time across most of the United States.
The legislation enjoys bipartisan support, including backing from former President Donald Trump and several Democratic co-sponsors. Earlier in the day, a House rules committee advanced the bill by a 6-4 vote.
Most US states currently observe daylight saving time by moving clocks forward in spring and back in fall to extend evening daylight. Exceptions include Hawaii and most of Arizona, which do not participate in clock changes. Permanent daylight saving time would result in later sunrises and sunsets, providing more daylight during evening hours in darker months.
Advocates argue that permanent daylight saving time can improve public health, reduce traffic accidents, lower crime rates, and encourage outdoor activity. "Americans across the country are tired of the biannual clock change, and the evidence is clear that permanent daylight saving time can improve public health, reduce traffic accidents, lower crime and encourage more outdoor activity," said Buchanan ahead of the vote.
Following the committee vote, Trump posted on Truth Social that the bill would be a "very nice WIN for the Republican Party."
According to the National Conference of State Legislatures, 19 states have laws permitting permanent daylight saving time, pending Congressional approval.
The bill now proceeds to the Senate for consideration.
